Preheat your oven to 350°F.
Lightly grease two 8 1/2″x4 1/2″ loaf pans and set them aside.
In a medium-sized bowl, whisk together the flour, baking powder, baking soda, cinnamon, cloves, nutmeg, and salt.
Set it aside.
In a large bowl, mix the vegetable oil, softened butter, and sugar until combined and smooth.
Add in the eggs one at a time, beating well after each addition.
Stir in the pumpkin puree and water until everything is well combined.
Slowly add the dry ingredients into the pumpkin mixture, and mix until just combined.
Divide the batter evenly between the prepared loaf pans.
Place the pans in the oven and bake for about 55 minutes, or until a toothpick inserted into the center comes out clean.
